The Luoyang City Environmental Pollution Prevention and Control Leading Group Office recently issued the "Luoyang City 2017-2018 Autumn and Winter Industrial Enterprise Staggered Production Implementation Plan" (referred to as the "Plan"), which clearly stated that it will implement staggered production for industrial enterprises such as steel, cement, and ceramics. 

The "Plan" clarified that from November 15 this year to March 15 next year, iron and steel enterprises (including steelmaking, ironmaking and rolling enterprises, excluding cold-rolled steel enterprises) will limit the production of 50%; the cement industry (including cement clinker enterprises) And special cement companies, excluding cement grinding stations and subcontracting stations); all ceramic companies (including self-made gas kilns) suspend production; all gypsum board manufacturers suspend production; use coal and self-made gas and other highly polluting fuels and fail to meet standards All refractory companies that emit emissions have ceased production (unshaped refractories do not involve peak shift production); foundry companies that use coal, coke and other fuels and companies that cannot stably meet emission standards have all suspended production; pharmaceutical industry (including pharmaceutical, pesticide and veterinary drug companies) The use of organic solvents and the emission of VOCs in the production process will in principle all stop production. If production is really necessary due to special circumstances such as people’s livelihood needs, it must be reported to the Provincial People’s Government for approval.

The "Plan" requires that each county (city) and district government can formulate specific implementation plans for peak-shift production in light of local industrial characteristics, layout, and corporate pollution discharge conditions and locations. According to the local air quality improvement target, the plan can propose a wider range of peak-shift production requirements. The measures must be refined to the enterprise and production line, and "one size fits all" is strictly prohibited. The Municipal Environmental Protection Bureau and the State Grid Luoyang Power Supply Company must establish a monitoring and control platform for peak-shift production and electricity consumption of industrial enterprises to implement daily monitoring of the city’s peak-shift production enterprises’ air pollutant emissions and power consumption indicators to determine whether the company has implemented shutdown measures, Whether to implement production restriction measures as required and discover problems in a timely manner.

The governments of counties (cities) and districts will organize special inspections of peak-shift production of industrial enterprises in autumn and winter, and severely crack down on environmental violations such as non-implementation of peak-shift production requirements, and all enterprises that fail to implement production suspension and restriction measures as required will be included in the suspension of production control.
